Did Ms. Bellum Have a Face?

I remember the time I had to babysit my little cousin and she was always so obsessed with the Powerpuff Girls. She had the shirt of the characters, the shoes and even the bookbag that she would have with her every way she goes. I remember her telling me to turn to the channel the Powerpuff Girls is on and she knew exactly the time they come on. As I sat their watching the cartoon with her, I noticed that every character showed their face but this one character named Ms. Bellum. I asked my cousin how come they don't show her face?.is she ugly or is it a monster in disguised? My cousin kept refusing to believe that she was ugly because the way she dressed.
